It does not by itself establish economic viability, technical feasibility, operational readiness, acceptable risk allocation, implementation success, legal compliance or contractual validity.

A positive result means that authority, operating rules, performance oversight, controlled change and periodic review are sufficiently defined for sustained governance. Missing decision authority, absent oversight or uncontrolled material change remains decision-blocking.
