Recognize the technical decision boundary
Technical evaluation answers whether the required operating conditions can be established and sustained. It does not by itself establish economic viability, organizational readiness, contractual acceptability, legal compliance or an acceptable allocation of risk.
A positive technical result means that the required conditions are available, can be created or can be verified through a defined test. Unresolved requirements that affect safe or reliable operation remain decision-blocking.
